Thank you for contacting DALnet.  A check of the ARIN whois record for the
block in question indicates that abuse@fdcservers.net is the listed abuse
contact for this IP block. Unfortunately, abuse@fdcservers.net has not
dealt with abuse in a timely fashion, forcing their removal from DALnet. If
you are a shell company OWNER who wishes to reconnect to DALnet, the
following conditions need to be met:

1) The company requesting an exemption must be a first tier customer of
FDCServers and have their IP space delegated directly to them by FDC in an
RFC compliant manner.  The delegated IP space must list the responsible
party for the IP space, including a functional abuse email address. Please
note that this exemption is specifically for shell hosting *companies*, not
for individuals or other organizations. As such, DALnet reserves the right
to reject any IP blocks, which in its SOLE opinion are too small to be
manageable for DALnet staff.

2) The company agrees that it will require its users to follow the
Acceptable Use Policies and/or Terms of Service of any network or host that
they connect to from the company's IP space. This includes all of DALnet's
Use Policies, regardless of whether or not these policies are specifically
included in the Company's AUP/ToS.

3) The company and its principals must have a good record on DALnet
including but not limited to, not having shown a history of repeat
autokills.  This will indicate that the company in question has had a good
working relationship with DALnet when it comes to dealing with abuse.

4) The company has 36 hours to respond to each abuse report.  Each abuse
report must be handled in an appropriate manner and DALnet MUST receive a
response from the company stating that the issue has been resolved in a
reasonable manner and in accordance with industry best practices.

5) DALnet will monitor "resolved" abuse issues to ensure that the abuse is
not recurring after the company has declared an abuse issue resolved.
Continued failure to properly handle abuse reports will result in the
removal of the company's access to DALnet

6) All connections from companies netblocks require use of ident.  In
addition, the customer will not allow the user to change their ident at
will.  Each ident will map to a unique user to make abuse accountability
possible.

7) If you break the requirements of our exemption, it will be removed for
one week on first offense, one month on second offense. On third offense the
exemption will be revoked permanently.
